CROWD CONTROL

STEWARDS & SECURITY

You will need to provide enough identifiable stewards and security to cater for the size and nature of your event. They must be adequately trained in their roles and responsibilities. It is essential that stewards and the event organisers are able to communicate effectively, as this is particularly important in the event of an evacuation.

'The Event Safety Guide' by Health & Safety Executive provides extensive guidance on the organisation of stewards (chain of command & duties), code of conduct and competency, training and welfare.

Consider each of the separate tasks that need to covered, such as:

  • Staffing entrances and exits
  • Controlling access to attractions ad activities
  • General crowd control
  • Patrolling public areas
  • Securing unauthorised/restricted areas
  • Monitoring and securing hazards
  • Car parking duties

Also consider safety of:

  • Overall access to site
  • Cash storage
  • Merchandising
  • VIP security
  • Bars - alcohol storage
  • Staff identification badges/system
  • Overnight security

Your local Crime Prevention Officer (contact via your local police station) will be able to give advice on many of these issues.

BARRIERS

Barriers may be used at events for several reasons including to provide physical security, prevent the build-up of audience pressures for example at the front of a stage or to prevent persons getting close to a hazard. There are many different types of barriers -ask the Health and Safety Office for further advice on this. Staff needs to be familiar with their operation and safety aspects and any barrier/fencing used must be suitable for the purpose intended.

You may decide that barriers are required for:

  • Barbecues
  • Stages & platforms
  • Radio-control demonstrations
  • Displays involving machinery
  • Bar areas
  • Hazards
